this blurr is due to the refractive error formed in our eyes due to various reason. there is principally two axis about we see the things , they are spherical and cylindrical. if the cylindrical goes off then the images will be slant as shown in the 2nd line.the first line is purely based on the refractive error due to the spherical axis.
